Railway runs a check on your GitHub when you sign up for trial to make sure it's legitimate (to avoid malicious users), your GitHub account was likely either too new or too inactive for Railway to mark it off as a legitimate account, unfortunately there's no workaround for this and you'll have to upgrade to hobby plan to deploy code on Railway.
