I there someting i can do to improve this time? i believe my source code is very optimized beacaude i alread made tests in another site and the upload time was much less than in the railway.. Above, is my app url for some tests

Make sure your service is set to US-East if it isn't already since that's closest to Brazil.
Another thing to check is to make sure your app allows users to upload directly to the bucket, not proxied through your app. You can do this by generating a presigned URL server side that lets a client upload straight to the bucket. This should help a ton with upload speed if you aren't doing that already.
Worth noting, network speed doesn't change between free plan and hobby plan, so it not being faster on hobby is expected.
