Upload speed 0.10 mbps to filebrowser service

Im uploading a Foundry Vtt 13 to a filebrowser but the upload speed is real slow 0.10 mbps is this bottleneck a pricing issue or a platform issue?

The internet speed test on my 2002 nokia that i'm using as a modem, dev server, and foot rest shows speed test inconclusive
