My custom domain is stuck on validating domain ownership. I can visit the site on mobile, but it pops up with "This Connection Is Not Private".

Your apex domain has a conflicting A record pointing to a different server, which is preventing certificate issuance. Remove the A record for your root domain in your DNS provider, leaving only the CNAME record. After removing it, remove and re-add the custom domain in your Railway service settings to restart certificate issuance, and configure the CNAME and TXT records shown in the dashboard.
