3: my own railway account has a verified email but no payment method because I don't want to use paid railway features. I created the account only to work as a collaborator on other paid projects that are not mine.

Creating project tokens requires account verification, and verification on Railway means having an active paid subscription on your own account. A verified email alone, or being a collaborator on someone else's Pro project, does not count, because verification is tied to your personal account rather than the workspaces you collaborate on. Since you don't want to use paid features yourself, the simplest path is to have the workspace admin create the project token, since they are already verified and you mentioned they can create tokens. The token works the same regardless of who on the project generates it. If you do want to create tokens under your own account, you would need to start a paid plan on your own workspace.

but then railway shouldn't throw off with the navigation mentioned in the original post. If I can't create token either 1. I should not see "tokens" sections or 2. if I see it, clicking on it should show proper error "you can't create tokens and not "you are already on pro plan".
