Vertical autoscaling with application volume

I am wondering, does vertical autoscaling work well with applications that have a volume, without any downtime ?
Because I guess Railway uses big VMs to put all the apps in, if a VM is full, an app could not be scaled up without been rescheduled on another node, and then having downtime because of the volume ? (because only 1 replica)

Vertical scaling has no down time, even with volumes

Great ! I'm still curious about how Railway manages to do it without overprovisionning all VMs too much
