It said yesterday my free plan was at 95%, so I upgraded to HOBBY which is supposed to go from 500MB to 5GB. I'm still at 500MB almost 24h later and at 99% now.

Upgrading to Hobby raised your volume's size limit to 5GB, but existing volumes don't resize automatically. Your volume is still provisioned at 500MB with ~494MB used. You can expand it right now by clicking the volume in your project canvas, then using the Live Resize option in the volume settings to increase it up to 5GB with zero downtime.
