Volume migration breaking PR builds

I have PR builds enabled, set up to copy from my service's staging environment. Every time it tries to create the build however, it seems to fail because of the metal volume migration prevention on the pro plan. The only issue is that I never asked it to migrate the volumes, so it shouldn't be throwing errors as if I have.
