Volume migration failed for Postgres deployment

Hey,

My postgres database deployment was removed and then never redeployed. When I try to redeploy the volume migration fails.

What caused this?

Can this be fixed?

the volume region still reads Oregon, so maybe the metal migration didn't work for it - can this be migrated please?
