This seems to be a regional block, maybe caused by an ISP in south sudan blocking railway generated domains. Unfortunately, your only option in this case would be to use a VPN, or set up a custom domain and proxy it via cloudflare for example, as this isn't something Railway can solve.

This is not something can be fixed by Railway because the problem is probably because your ISP blocked Railway network
You can try use a VPN, change your DNS to Cloudflare 1.1.1.1, or buy a cheap domain and proxy it through Cloudflare as darseen said above
