I am not getting 500 errors or access denied but my website will not load. There was a service outage earlier, and I believe I am still effected even though the outage is showing as resolved. My website is www.gdrequest.org. Is there any transparency into the issue and if people are still being effected?

The custom domain configured on your service is www.gdrequests.org (with an "s"), but the URL you shared is www.gdrequest.org (without an "s"). The domain www.gdrequest.org has no DNS records at all. Your configured domain www.gdrequests.org shows DNS properly propagated with a valid certificate, so that one should be working.

I took at look at your service and everything seems to be running just fine... I assume you were able to figure out the cause? I don't think 500 errors here would be related to the routing issue earlier.
