What happened to the free tier?

There was a free tier that was supposed to be announced a long while ago, I haven't heard anything about it since that I remember except that it was delayed by one week, but that was still a long while ago that that happened. My hobby plan has now expired with my intention of being on the free tier when that happened.

You can go to Plans -> Free at the bottom. It's live; just not announced.
