What happens when "creating container"?

I've noticed that when it shows it's creating a container, it often has a large time variance in this. What exactly goes on while it's doing this, and how come some times it has less then a minute and others over 4 minutes?

We move the contents of the image to our servers. Sometimes, if there's already layers that exist, then it's fast

We're working on making this more consistent
