This was actually a UI issue. You were already on the Hobby plan. We experienced an incident earlier today that caused elevated numbers of queued deploys. We prioritized resources for Pro and Enterprise users during a high-traffic period and stopped deployments for Hobby and Trial useres. This has since been resolved and deploy times are back to normal. Your queued deploys should now go through without issues.
