why do you have to change / update your cname? what is "everytime"? everytime what?
so i have PR env enabled and the service there should have url like this: something.plenck.com instead of normal something.up.railway.app

nope, railway doesnt support automatically adding custom domains to pr services, what is wrong with the up.railway.app domain?
nothing wrong with that, just professional to have custom domain there automatically
can you pass me a link so i can understand what a wildcard domain is?
