Yes, you can enable static IPs for each service.

Railway did not guarantee that services would have different static IPs.

i just upgraded to pro plan just for this, is it possible to get a refund, because i really needed different dedicated or static IPs

You can downgrade back to Hobby and the difference will be refunded automatically back into credits.
