Why is it ignoring my custom config file?

It suddenly stopped working. Whenever I trigger a new deployment, it explicitly ignores railway-workers.json and keeps using railway.json.

The railway-workers.json file starts Dockerfile.workers, which is responsible for building the workers for my application.

The railway.json file is used on a different deployment, where it builds the main server application.

Few deploys ago it wouldn't happend and I didn't change any config on settings tab

You can disable the metal build env to get around the issue for now.
