Free-tier deployments are blocked during peak hours (8 AM - 8 PM local time per region) and can also be queued during high-traffic periods when Pro/Enterprise users are prioritized. You can either deploy outside peak hours or upgrade to a paid plan to remove these restrictions entirely.
