We can't share the specifics of why a workspace is restricted, and there's no change on your side, including upgrading or adding a payment method, that lifts this restriction.
If you want to contest it, a workspace admin can file an appeal from Workspace Settings -> Standing at railway.com/workspace/restrictions, where that page is available for your workspace.
