This is a rolling 24-hour cap applied to newer accounts, not a permanent limit. As your earlier service creations age past the 24-hour mark, you'll be able to create more.

This is a default safeguard for newer accounts and resets on a rolling 24-hour window, so you will regain capacity as your earlier creations fall outside that window.
