It says the issue has been resolved but I can't deploy. It has not been resolved. Something is up.

I can confirm similar behavior on US West...
although my service deployed, took 2 mins to deploy vs 5ish seconds normally

I similarly can't deploy, but I'm getting stuck in "Performing Healthchecks" every time. I tried deploying in US West and US East but both aren't working

This appears to be a unrelated issue. Can you open a ticket?
The OP was related to an issue where Railway wouldn't find a machine to deploy to, which was isolated to EU or US-East.
