I cannot change the "Billing Email" on my Hobby account.
Steps to recreate:
1. Go to Billing section, and click "Update" button for Billing Email.
2. Enter new email address to change from old email to new email.
3. Click on Update -> The old email is shown. [ISSUE HERE]
4. Try again, click Update to enter the new email.
5. The new email that was entered in step 2 is shown.
6. Click Update to save. Again, the old email is shown. [ISSUE HERE]
I login to railway using Github. The old email shown in billing is the email associated with my github account.

Oh no! I have gone ahead and raised this bug over to the team, upon successful reproduction, the engineer on-call should ship a fix. In the meantime, I can manually change it for you? Can you provide the email that you wish to change it to?
