I am trying to use vercel for frontend and railway for backend but started out wrong so I deleted the service to rebuild from scratch but now the MySql DB is still there but no option to create new service.. I tried to start in new project but only option for new service is database and i want to put the backend code in there.

Looks like you signed up for Hobby! It's a fantastic option and most importantly will allow you to unlock additional compute options like database volumes, and 8vCPU / 8GB of RAM.
