I added the domain name as custom domain name but trying to add the dns service kept throwing error on IONOS page. I cannot add the values Railway directed me to add.
To finish setting up your custom domain, add the following DNS records to flourishhealthcarepersonnel.com

Creating a CNAME record at your zone apex (@) isn't possible without CNAME flattening.
Cloudflare offers this for free.

Once cloudflare is completed, what's the next course of action please. Although I can see Railway has detected it

I don't think there's anything to do afterwards!
You should check in a new incognito window to avoid caching issues that may have you think it's still not working

Your website loads fine for me.
Can you confirm this isn't a caching issue by clearing DNS cache on the machines where it fails to load?
On Chrome you can go to chrome://net-internals/#dns and "Clear host cache".
Additionally you can run ipconfig /flushdns in Windows command prompt.
