I've just signed up to Railway, tried to use the free version. It said it wouldnt work , with the message of 'paused Deployments', 'go to account billing'.
I've now set myself up on the hobby plan, but i still cant create a new project

Can entirely understand the frustration and I am so sorry this is your first experience!
We're still working through the incident Brody linked but in the process to help reduce strain on our task queue we paused Deployments for Hobby, Free, and Trial users. Right now Hobby users have deployments restored but it might be a tad bit slow. Don't like throwing around links and saying "check here!" but this incident: https://status.railway.com/cmif6dehy003qzq8c78lxwn9p will get you the latest up to date info better then I can!
