Sometimes internal network unavailable from dashboard, and always from backend container

Hey there! We've found the following might help you get unblocked faster:
- 🧵 Critical: Internal Network Issue?
- 🧵 Issue with the database connection.
- 🧵 postgres db - otherwise working - does not connect in railway UI

DB internal address was changed to "db.railway.internal". Notification? No. Why its silently?
