Support Google Jules bot for PR Environments

We're using Google Jules to fix small things in our project, and it automatically opens PRs. Railway refuses to start an environment for it though, saying:

This PR was not deployed automatically as @google-labs-jules[bot] does not have access to the Railway project.

In order to get automatic PR deploys, please add @google-labs-jules[bot] to your workspace on Railway.

This message seem misleading — how am I supposed to add the bot to my workspace?

Please add support for it! This isn't some niche tool, Google is quite a pretty big company ;)

We only support Dependabot and Renovate at the moment. Let me see if we can add support for Jules!

Hey! I came across this while searching previous issues before making a feature requests to allow github copilot to make PR environments. Would that be possible? Should I make a new issue?

Also the settings still state "Railway will create environments for PRs opened by bots. We currently support Dependabot and Renovate."
