Right now my monthly bill is less than $5. It seems I am only billed for what I used. Upgrading to PRO will I also get billed by my usage and not $20/month?
Also, Hobby is very slow on API request (around 30secs). Does upgrading to PRO solve this issue?

Hey, you are billed for what you use with a minimum charge of $5 on the hobby plan and $20 on the pro plan. One reason for why you were charged less than $5 for the hobby, may be due to the fact that you had remaining Railway credits.
Upgrading to the pro plan, does not make your API responses faster. You can deploy your service in multiple regions on the pro plan. However, since your API is taking around 30 seconds to respond, I believe that the issue lies somewhere else than the latency between you and your deployed service.
