Hi, I purchased 5$ plan (hobby), I also read terms and conditions but I could not figure out how hobby plan payment is calculated. Namely what is difference between estimated usage (and why it decreases) and current usage

At minimum you would be charged $5/month while on the Hobby plan. This can increase if your resource usage is more than $5. The estimated usage is based on your current resource usage. It can decrease if you remove services and thus utilize less resources. You may find the following documentation links useful as well:
