I have a hobby project which I want to host on railway app, I want to know that If i don't have any users at all but I want to be paid user to remove some limitations. Only me using it for next 4-5 months, so in that case also I have to pay $5 per month ? Is there any plan which is usage based and not constant ?
Is my understanding correct about the billing that minimum of $5 will be the monthly charge irrespective of the usage ?

You have to get the Hobby Plan which is $5 per month but it gives you $5 usage per each month. If you exceeded that limit you'll be billed the extra amount. Since it's your hobby project and only you'll be using it, I don't think it would go over the $5 usage unless you're hosting a database in your workspace too. Railway bills per project based on actual resource usage, things like CPU/RAM time, storage, and network egress (outbound traffic). So you should be good to go with Hobby Plan.

So even if I dont do anything for a months, I will be still charged $5, right ?

Yes. Unless you cancel the subscription during the time you're not planning to use your project.
