i tried to upgrade to hobby plan, my master card was deduct $3 but there is alert message that payment was not verified.
Please advice how to fix this.

The $3 charge was 3 verification holds our payment provider placed on your card to verify it.
They were refunded but it appears as though the subscription wasn't actually made. If you try again do you see any errors on your end? What does the website show?
