Hello,
I am trying to connect my domain (viberz.io) to https://viberz-production.up.railway.app/
I get the a2r4gtoi.up.railway.app value to use for domain setup, however godaddy do not support @ as root domain so i needed the ip adress instead. I used the static ip adress, i saw it's only outbound traffic so thats why it does not work.
What can i use to solve this issue?

Cloudflare is highly recommended by me and basically everyone else. What do you have against using it?
Railway IPs are not static. They may change at any time.

Can i get the inbound static ip adress? Because of my application i would not rather use cloudflare as a middleman

Yes, i have used them countless times before. This application is chat/video based and i would not like the added time cloudflare gives, the loading page displayed right before the site is entered and the possibility of the user needed to solve captcha's before entering the site. I want it seamless.
As per my understanding they do give a static ip, in the pro plan for outbound traffic. I would like the inbound traffic static ip, as that would solve the issue instantly

Cloudflare does not require that captcha by any means! Do you need help disabling it? It's a very simple switch that I know for a fact is disabled by default.
Cloudflare actually adds a ton of caching that makes your website way faster, too.
Railway does not provide a static inbound IP for any plan.
