Railway-generated domain returns DNS REFUSED even though service is healthy

Hi ,
I have a web service that is healthy and responding internally, but all generated *.up.railway.app domains return REFUSED in public DNS.
This happens even for freshly generated domains.
Health checks pass and the app listens correctly on $PORT.
It looks like public DNS is not being published for this project.
