I have a paid Railway account. After clearing cookies, Railway redirects me to a non-existent org URL and I cannot access my dashboard or projects. My services are still running in production. This is blocking active development. Please rebind my user to the correct workspace and reset org routing.

This the only thing that shows, I used my credit card to try add my details a second time in the hopes my projects would show, but they did not my app is still online, so I just figured it some kind of caching or authorization issue, I cleared the cache from inside devtools, I think that may have something to do with it.

You would need to log in to Railway via the same account / email you had used to create the original Railway account.
You are seeing a 404 because you have logged into a Railway account that has never had access to your Railway project in your original account.

I dont know how many times I have to explain this; I have two emails johnfarmer43@gmail.com and gabby1905@live.com I cannot login with either email. you need to check saved cache, cookie session, authentication and authorization I cannot change password i cannot navigate back I cannot change emails.
