After upgrading to Hobby plan none of my services are loading.
I would not want to rebuild as that would mess up with my db configuration.
Is it possible to recover and have all the services running without rebuilding?

Hello,
You must manually redeploy the services that were shut down:
https://docs.railway.com/reference/pricing/faqs#my-services-were-stopped-what-do-i-do
Doing so requires a rebuild, so skipping it is not possible
