Unable to connect to postgres service

I'm running into the exact same issue as this: https://station.railway.com/questions/unable-to-connect-to-postgres-database-1dcf1a1a

Create a brand new posgres service and after it was deployed it got stuck on the connection that loads the interface. I tried redeploying as well but still get the same error.
